That is basically just safety barrier requirements around swimming pools and spas, not for the pools and spas themselves.
Are there any codes which address pools and spas and which you have adopted? If not, you could try to apply a nationally recognized swimming pool and spa code, but, without adopting it, it would not be enforceable, it would only serve as recommendations.
