concrete carport pad

I am having a concrete carport pad installed with 8" X 2" footers. The roof will be installed next year. Will 6" x 6" #10 wwm and 4" of concrete pass insepection for harfod county, md

I don't know about your county itself, but the IRC does not even specifically differentiate between living space and garage/carport floors, the code only specifies:
- R506.1 General. Concrete slab-on-ground floors shall be a minimum 3.5 inches (89 mm) thick (for expansive soils, see Section R403.1.8). The specified compressive strength of concrete shall be as set forth in Section R402.2.

That being said, why would you want a carport or garage floor which was only 3-1/2" thick? That concrete floor would likely become cracked all up in a very short time.

The typical minimum for a carport or garage floor would be 6", and most will go on the thick side of that.

All the WWM is going to do is hold the pieces together when it cracks. Make sure the WWM is installed in the center of the slab, not laying on the ground, it will not do any good laying on the ground.
