Is there a requirement for the bottom elevation of a window, operable or fixed, above the finish floor? I ran into one yesterday that was 9" above the slab, it was safety glass, but sure seemed low to me.

"9" above the slab" - That indicates to me that the window is a first floor window, so, no, the only requirement would be safety glass and even that would depend on the size of the window (which does not matter as you said the window was safety glass) already.

Now, if the window was a second floor window, a guard may have been required in front of the window as the drop outside the window would be high enough to trigger the code to require a guard.
