The backward UR means that UL as "Recognized" the component to some standard for the component itself as being suitable to be installed into another product or component which will then be listed as a unit or assembly.
An example might be a motor which is Recognized bu UL as being suitable for use in a spa. The motor itself is not suitable for use of and by itself, but is suitable for use in its intended use - as part of the UL listed spa - in this example.
If you see a component with the backward UR and not a regular UL mark being used as a stand alone product, that component is not listed for that use and is not listed, labeled, or suitable for use as stand alone.
