Surge Protector in Service Panel

Surge Protector in Service Panel

I ran across a SYC-120/240TC installed inside a Service Panel. It's connected directly to the service cables. I'm not familiar with these components. Is this an acceptable installation?

First, that is not allowed to be installed IN the panel enclosure, it is required to be installed outside the enclosure. See that threaded hub with the lock nut? The unit itself is supposed to be outside the enclosure, the threaded hub mounts through the enclosure wall through a knock-out and the lock knock secures it in place.

Secondly, the conductors from that surge protection device are multiple tapped, which is not allowed.

Third, the white neutral conductor is required to be 'as short as possible' and that neutral conductor from the surge protection unit was not cut off 'as short as possible'.
