Concrete-Encased Electrode

Does the NEC require that access be provided to the connection of the grounding electrode conductor to the concrete-encased electrode (UFER)? If so, where is this stated?

I think I answered my own question in 250.68(A) x1

The answer is both 'yes' and 'no'.

If the connection is encased in concrete, then, 'no' applies.

If they make the connection in the wall and it is not encased in concrete, then, 'yes' applies.
