Can ENT be installed in a crawl space?

Yes.

Now for the fun part though - the conductors in the ENT are required to be suitable for wet or damp locations (a crawlspace is a damp location, and the interior of raceways in damp locations or wet locations are rated the same as the location the raceway is in) thus the conductors would likely need to be THHN/THWN (dual listed) - will be on each conductor - they may be THW or some other type suitable for wet locations (THW has a lower temperature rating that THWN has), basically look for a "W" in the type of insulation on the conductors.
