David,

The NEC does not require anti-oxidant paste for termination of aluminum conductors into terminals.

Some manufactures put anti-oxidant in the terminals, other manufactures do not, however, most manufactures "recommend" using anti-oxidant paste when terminating aluminum conductors.

"Recommend", but not "require".

When finding work where the contractor did not follow "recommendations" by the manufacturer, that work may deserve a little closer look as other short cuts may have also been taken.
