Hi Jerry,
Why do skylight shafts have to be insulated but not solar light tubes?
I have just looked at several manufacturers web sites and not a one mentions having to insulate.

The manufacturer's installation instructions probably say something to the effect of that the solar light tubes 'need to be installed in accordance with the installation instructions and all applicable, local, state, and national codes' - which would include the energy codes.

Do the installation instructions state that the solar light tubes "do not require" insulation, or do the installation instructions just 'not mention' insulation?

The manufacturers don't mention it and probably most importantly don't supply any insulation with the kits / products they sell. I have yet to see one that was insulated but I agree with you when you say that they should be.
