Dead Legs - Legionnaire's Disease

I've searched high and low and don't see anything "definitive" about dead legs. I know I read somewhere that abandoned or unused water supply pipe (if not being used) should be limited in length to twice the pipe diameter to help prevent Legionnaire's Disease. Does the plumbing code address dead legs?

I think it may have been in the 2003 IPC, then was dropped.

Love to know the background on why they dropped it. I think PEX (some of it, anyway) is sort-a prone to holding bad bio. You are awesome!
