"Readily Accessible" Main Water shut off location

Is there a readily acessisble main water shut off location requirement with regards to height?
The attached photo shows this location not to be readily accessible, high above the water heater.

Hi Peter,

From the 2006 IRC. (underlining and bold are mine)
- P2903.9 Valves. Valves shall be installed in accordance with Sections P2903.9.1 through P2903.9.3.
- - P2903.9.1 Service valve. Each dwelling unit shall be provided with an accessible main shutoff valve near the entrance of the water service. The valve shall be of a full-open type having nominal restriction to flow, with provision for drainage such as a bleed orifice or installation of a separate drain valve. Additionally, the water service shall be valved at the curb or property line in accordance with local requirements.

- ACCESSIBLE. Signifies access that requires the removal of an access panel or similar removable obstruction.

The valve does not need to be "readily accessible", only "accessible". However, "accessible" does not state that it includes the use of ladders, only removable panels or similar removable items.

Thus, if the valve is high enough to need a ladder or step stool to reach the valve, the valve is not "accessible".
